P3 is a partnership focusing on the importance of transparency in the relationship between local governments and their communities. 

It's a partnership between the national associations reporesenting local governments in Sweden, South Africa, Namibia and Botswana. Assisted by funding from the European Union and the Swedish International Development Agency, P3 is testing a number of approaches related to local economic development and transparency in 25 municipalities in South Africa, Namibia and Botswana. The goal is to make the lessons learned, material produced and progress made available to a wider audience through the partner associations.
